IMO, it's the Javascript. since all of the link data, including the code
that positions the menu bar are located in seperate files that are
referenced.

Subject: JavaScript or ColdFusion not accessible?
Hi all,
I have a question about this site: http://www.wmata.com/default.cfm
Running JAWS, the navigation bar at the top appears to me to be totally
inaccessible. (In other words, I can't get JAWS to even speak those links
at the top.) Is the issue here that it is using JavaScript, or Cold Fusion?
Thanks,
Lisa
