At the State of Minnesota, our accessibility standard, effective September 1, 2010, references both Section 508 and WCAG 2.0. Accordingly, we have two VPAT documents that we require from vendors, the standard 508 VPAT and a WCAG 2.0 VPAT that lists all the components of the guidelines. Our focus is less on the specific conformance than on how well the vendor completes the document. Is the respondent clearly aware of accessibility issues? Does the document provide explanations for how the product does or does not meet a criteria? (As noted earlier on this list - does the document read like a bug list?)
You can find our VPAT forms at http://mn.gov/oet/policies-and-standards/accessibility/ ("Standards" tab). Soon we will be posting guidance for vendors and reviewers, among others, regarding these VPATs.
