Avoiding the Flash keyboard trap

Does this WCAG technique still work?

When I open the demonstration site (http://www.w3.org/TR/WCAG-TECHS/working-examples/FLASH17/keyboard_trap_fix_custom_as3.html) in Chrome, tabbing skips over the Flash object. In Firefox, it highlights the whole box , but not separate buttons, and then I cannot tab out. Only IE enables me to highlight each element in the Flash box, but even then, some behaviors are not as expected, such as SHIFT+TAB to return to the box.
I came across this technique when noting that only IE appeared to allow me to tab into Flash movie controls - both Chrome and Firefox fail. I'm attempting to determine if this is a programming or browser issue.
