I must say I find the announcement confusing. My read is that
http://www.access-board.gov/guidelines-and-standards/communications-and-it/about-the-ict-refresh/draft-rule-2011
is the proposal in question which is now under review—is that correct?

Then, I haven't picked up news about these updates here nor on W3C
lists… do we owe this what seems to be a closed and non-public
process?
