If you are Using Word 2007 or 2010 this sounds like a variant to the known
bug of "all figures are thrown to the top of the Tags Tree" issue and I have
seen it before. If you used captions for the images, Artifact the images in
Acrobat Pro and those using adaptive technology will still be able to read
the figure captions. If you didn't use captions, move the images that relate
to content to their place in the Tags Tree and Artifact any decorative
images.
