If it does't matter where your supplier is based, you may want to check out Viadesk.com in the Netherlands. We just tested complex forum software that they have improved a lot in response to accessibility feedback from us. They were very friendly and responsive. Whether the SW offers voting I am not sure but it wouldn't surprise me.
