WCAG 2.0 has standards for PDF's located here:
http://www.w3.org/TR/WCAG20-TECHS/pdf.html
Character encoding was under under Checkpoint 1.5 in WCAG 1.0 (
http://www.w3.org/WAI/GL/WCAG-PDF-TECHS-20010913/#checkpoint1-5 ). Think
it would now fall under PDF7 in 2.0.
