I've put together a test page with different samples to determine how different techniques for setting the accessible name and description for links are rendered by screen readers in different browsers with different navigation methods. The results are also provided. Aria-label is the most consistently rendered method and the accessible description is consistently not announced on navigation other than tab or swipe.
