Ideally, I would be looking for a solution that our CMS supports rather than having to hand code the page with aria. I would happily entertain other ideas.

I don't see a problem in usinng table to present the data in question here. In fact, table is a good option looking at the data.
To avoid the redundant title issue, you can opt for adding descriptive link for the PDF image link using the aria-label. For example, you can specify aria-label as "Bates Technical college Annual Status Report 20.... (PDF) and even maintain the presentation of the page.
In addition, its a good practice to include file size information to help users decide if they wish to access/download the file. The file size information should be available to all users and not only Assistive technology users.
