This pane behaves similar to a tab panel widget. Shift-Tab to move focus up to the Effects icon. Then Right Arrow to select the Layout and Properties icon. Then Tab down to focus the first of the two items displayed below. It should be Text Box. Arrow Down to select the second item Alt Text. Press Enter to expand the element and reveal the Title and Description edit boxes. You should now be able to Tab into the two edit boxes and input the necessary data. Hope this helps.

I am in Word 2013.
I want to use keystrokes to add alt text to an image.
The goal is not use touch pad
I can get to the Format Pane using keystrokes.
Select picture
Shift f10
Select letter o
The Format Pane opens in Effects
I cannot arrow or tab over to access layout and properties Add Alt text is a sub tree of layout and properties.
Any help is appreciated.
It was more intuitive in Word 2010.
