No, there isn't.
But this is a great feature to request from Adobe.
Visit their "wish list" forum at http://www.adobe.com/products/wishform.html You can create an anonymous login if you need to protect your government or corporate identity.

Please do this.
Otherwise we'll never get this resolved.
The auto-collapsed tag tree is a royal P.I.T.A. — pain in the anatomy.

When remediating a PDF file in the Tags panel using Acrobat XI Pro or DC, is there any way to prevent the Tags structure from automatically collapsing when a document is saved?
