Do you need to include the <ul> or <ol> around the list, to make it valid
HTML? E.g.
<header level tag>Menu 1 [which is also a main navigational
link]</header level tag>
<ul>
<li>for Menu 1, sub link item 1</li>
<li>for Menu 1, sub link item 2</li>
<li>for Menu 1, sub link item 3</li>
</ul>
