I totally agree and the user need is to have increased text size without horizontal scrolling -- but as it currently stands G142 allows user agent zoom to meet the SC criteria. I'm hopeful that future WCAG extensions or versions will tighten this up to assist people with low vision and other disabilities.

While this is sufficient for WCAG conformance, it very likely would not be sufficient to provide an accessible experience for users who increase just their text size.

We recommend supporting page zoom to 200% (it's nearly impossible to fail this for HTML content) and 130-150% text sizing.
