Yes, you should definitely caption WebEx recordings. It's not too hard to
do. There are instructions for captioning WebEx recordings here:

Subject: [WebAIM] Guidiance on posting recorded WebEx sessions
Hello,
We have had a request from staff to post some recorded WebEx sessions. I'm
guessing that to be compliant with accessibility guidelines we would need
to have these captioned. Can anyone offer advice on this? Are we being
non-compliant to post them without captioning? Have any of you ever
captioned WebEx recordings?
