This really comes down to education and seeding accessible development practices within the educational process for mainstream development, thus narrowing the margins for error in the future.
Pattern libraries work too, as I've done with the TSG at
https://github.com/accdc/tsg
But the concepts that govern development of such patterns is what developers need to learn and be aware of, otherwise they will never know why these things work accessibly on their own.
