One thing that we definitely can do is to file bug reports with the companies that build the browsers, assistive technologies, and the content creation tools. We have done this and found that most of the companies are reasonably responsive.
We have received the best responses when we have been able to provide the following.
1. Example code or a link to a publically available resource that demonstrates the problem.
2. Detailed steps for how to recreate the problem.
3. Detailed analysis that demonstrates why the problem exists in their product and not somewhere else in the accessibility stack.
4. Detailed explanation of what behavior we expect.
5. Side by side comparison with competitive products that behave correctly.
6. Contact information to a qualified person who is thoroughly knowledgeable about the problem.
