Map keys/legends and semantics

I am seeking opinions on the most appropriate and accurate semantic roles to use for a map's key or legend. The legend includes pairs of symbols and text descriptions. It seems like a table, unordered list and definition list could all be viable options. Thanks in advance for your insight.
