Hi Sophie,

I think that question is actually at least two questions:
* how accessible is the platform to learners and instructors with disabilities? (which might be measured by WCAG conformance)
* how well does the platform support instructors in creating accessible learning experiences? (which might be measured by ATAG conformance)

This LMS accessibility comparison study is a few years old now, so there will likely have been improvements made since then to the systems that were reviewed. But I think it's very useful as an independent comparison of 4 LMSs: Blackboard, Desire2Learn, SAKAI and Moodle:

LMS vendors will provide lots of accessibility information about their own products, too, which allows you to make independent comparison. But I'd also be interested to learn whether there is an LMS system that WebAIM list members find in practice performs particularly well from an accessibility perspective.
