I'm not sure that I agree but I didn't see a standard specified. Color contrast requirements if you're trying to meet WCAG 2.0 AA are for text only. If you're talking about a graphical element (lines and dots), not a text element there is no specific color contrast requirement in the WCAG standard. I think everyone would still recommend you make sure that users can differentiate the control from non-interactive elements, but that's just good design and usability. If there is text like a label within your control, that text would need to meet contrast requirements.

Yes if your application creates the controls they need to meet contrast requirements because they are a control for the application. If the controls are those made natively through the browser or the operating system then control of the color will be through the OS. Check your browser chrome or your OS settings to be sure that you are not using a low contrast theme.
