This link from Microsoft indicates that PDF tagging is available on the Mac version of Word 2016 build 15.23.1 and greater.

I know, I know…

That said, if you have access to Adobe's online services (which comes with their subscription model for Acrobat), you can upload your well-structured Word file and get back a (reasonably) well-tagged PDF.

Duff.
