This link from Microsoft indicates that PDF tagging is available on the Mac version of Word 2016 build 15.23.1 and greater.

[quoted from link] I am happy to say that this feature is now available in Word 2016 for the MAC in builds 15.23.1 and greater. The currently release does not support any Far East languages or any languaages that are Right to Left. However, this is planned to be addressed in the next few updates.
