Dragging a Floating Toolbar

Hello All,

A question about floating toolbars (ex. the tools panel in Photoshop): Does the dragging interaction need to be accessible? For example, I'm working in a workspace beneath the toolbar and need to access the space beneath it. Normally I would drag the tool bar out of the way. How would I make this accessible?
