Hello All,
A question about floating toolbars (ex. the tools panel in Photoshop): Does the dragging interaction need to be accessible? For example, I'm working in a workspace beneath the toolbar and need to access the space beneath it. Normally I would drag the tool bar out of the way. How would I make this accessible?

Yes anything that can be operated with the mouse needs to be keyboard operable also. You could possibly tab to the floating panel then use arrow keys to move it. There could also be menu options to place the panel in a specific location, hide/show it, etc.
Whatever UI works with the mouse must also work with the keyboard.

In some cases, this functionality can be provided by the underlying Operating System and AT. For example control+option+command+apostrophe on Macintosh systems will move the object with VoiceOver focus.
In Windows, the system menu includes a move action that performs simarly.
