Yes anything that can be operated with the mouse needs to be keyboard operable also. You could possibly tab to the floating panel then use arrow keys to move it. There could also be menu options to place the panel in a specific location, hide/show it, etc.
Whatever UI works with the mouse must also work with the keyboard.
