Most of the blind Macintosh users I know that need to fill out forms use the PDF pen application. This application does cost something. There is also the ability to use Apple's preview application to view PDF's. I believe I looked at a couple of IRS forms and was able to complete them using Preview, though that was a few years ago. If there are issues it might be worth while reaching out to the Apple Accessibility desk.
