It's still there, but as an advisory technique - https://www.w3.org/TR/WCAG20-TECHS/H80.html

This certainly isn't optimal, but relying on the heading to provide the context is, I think, much more usable to a screen reader user than extremely verbose and repetitive link texts, which are definitely less accessible for everyone else.
