I'll review this slide deck. To clarify, I'm look for a matrix that shows the responsibilities of each person/role within the Software Development Life-Cycle relative to Section508/WCAG 2.0 conformance.

I don't know of one however I watched someone (Mark Stimpson?) from Keiser Permanente talk about using one for getting QA guys up to speed catching most of their a11y issues using VoiceOver to test.
