There is some confusion as to whether the frame title comes from the
<title> element inside the frame, or the title attribute on the frame
element.
e.g.
<iframe title="ghosts">
<head>
<title>busters</title>
<head>
<body>
stuff about ghost busters, who you gonna call?
</body>
</iframe>

I don't remember the specifics. I think IE/Jaws always goes with the
<title> element inside the frame, ignoring the title attribute.
