File it as a bug with NVDA.
This may be by design, but it may also just be an issue those
gentlemen haven't gotten around yet.
I think NVDA should announce the dialog title, assuming it is
correctly assigned (with role="dialog" or "alertdialog" and proper
aria-labelledby connection or aria-label).
