How to do footnotes accessibly

We're currently looking into adding guidance to http://style.ons.gov.uk/ on footnotes, but we're not sure what the best way to handle these are from a usability and accessibility point of view. We're aiming to encourage people to use them as little as possible, but our statisticians will still need to use them. Can anyone suggest what might be a good way of handling this, or point to a website that would be an example of best practice?
