Ah, I see what you mean now. Indeed, for non-AT users, that wouldn't
help. Possible to add a title attribute (to show the tooltip to mouse
users), and potentially back-filling this with a custom tooltip to also
work for keyboard users (to show the tooltip when the link receives focus)?
