Thank you, all, for your insights.
Since time and budget are limited my take away from this discussion is to
initially attend to the Tag order and structure, and then if there is time
and money return to as many files as I can to get the 'Content' order as
good as I can without screwing up the tags. I have not been lucky in that
regard, as I noted, which is why all in all I am very happy to hear that
the Tag order is much more important, especially where the client
explicitly refers us to JAWS as their (main) A.T. platform.
