Venkatesh, the understanding documents that are associated with the success criteria in the link you provided are the best place to understand how the SC should be viewed. The understanding documents however are not normative but informative documents that will be updated over time with more clarity that does not change the SC themselves.

The latest understanding document that is not on github is below -- keep in mind the working group has been editing drafts on github. Updated understanding documents will be provided soon with the release of the recommendation.
