I'm not sure I understand the question correctly, but yes, generally, I
would think that creating fillable PDFs is definitely a regular part of
the remediation activity. In fact, remediating PDF forms so that they
are accessible is a particularly challenging and highly specialized part
of the work of PDF remediation. I still run into challenges in this
area, and had intended to send a couple questions on this subject to the
list in the next couple days.
Is that what you mean? Or are you talking about filling in PDF forms
that are already supposedly accessible or 508-compliant? Filling in the
forms themselves wouldn't normally be part of remediation. Creating the
forms that anyone can fill in would be.
