NVDA not announcing the Legend tag

I have the below markup. JAWS 2018 is reading it with both IE11 and Firefox
52 ESR.
NVDA, on the other hand, is not reading the legend in either browser. I am
using NVDA 2018.3. Is this a bug in NVDA?
