2.4.6 is all about the content of the labels.
3.3.2 requires that you have labels/instructions, 2.4.6 requires that
the labels you have are accurate.
If, for instance, you have a field for name, phone number and email
address you would pass 3.3.2 if you use label tags paired with the
text input, but if the text of the labels is "informaiton", not "name,
phone number, email address" you fail 2.4.6
