Troy,

Validate both.

Validate the frameset to ensure users whose assistive technology can
tell where to go, e.g., meaningful frame descriptions like
"navigation" and "content"

Validate the frames to ensure these are usable and their navigation
and content are accessible. For example, an all too common error is
for the frame title to be the default provided by the development
tool, e.g., "Welcome to Adobe GoLive". While, the developer and user
with a graphical browser see the title for the frameset, users of
assistive technology may use the frame title, if provided and
meaningful, to locate themselves.
