This Week in Java called portals the next wave in software development.

I don't particularly like the portals I've seen and have been
wondering how someone with a screen reader manages to navigate these
sites that often have literally scores of links. One portal that I
visited recently had nearly 150 links.
Generally these links are grouped in the sense of appearing
sequentially under a subject heading but the ones I've seen have
lacked a subject index or other form of navigation.
Can anyone point me to portal accessibility guidelines or development tips?
