It's true that you need to make sure that the tag tree has the proper tags set up for a Table, however, you also need to work with the Adobe Table Editor to place the importance of Headers in the correct order when dealing with a complex table. Tables will require scope if they are simple tables, and IDs if they are complex. Axes4 is great software to use for setting up complex tables.
