If it's a website, you can connect the phone to a Mac, which will allow you to analyse the website using Safari's developer tools.
If it's a mobile app, there's nothing you can do - it's a black box.

Subject: [WebAIM] Mobile Web Accessibility Navigation Question
Hi,
On iPhone I'm experiencing situations where I cannot swipe to some elements, but I can drag my finger to get to them. This is with VoiceOver turned on. On the phone I do not have anything I can use to attempt to diagnose why this may be happening. Can anyone offer any guidance about how to look into this further?
Thanks.
Jim
