Alas, that's the rub. People are all reading from their own books, which
all seem to infer things from various parts of WCAG that aren't
necessarily in the normative text of WCAG. We're not arguing whether
this is an error that can be handwaved, but more fundamentally if this
is a situation that does normatively fail WCAG or not. And opinions are
split on this.
