For what it is worth, I filed a GitHub bug for the ARIA Practices repo
associated with automatically disappearing toaster messages two and a half
years ago.

Needless to say, I was not satisfied with the answer I received. These
days I see lots of excuses for why we should not enforce certain WCAG AA
rules. I know it is hard to create engaging, modern web content and still
be in compliance with WCAG. I don't think the answer is to hand out passes
that allow content authors to use controls and design patterns that don't
support access. I think the answer, as Jonathan points out, is to gather
more user data from people with disabilities and to work those solutions
into broad, easy-to-implement solutions that all content authors can use
without the need for custom scripting at the site level.
