ADA compliance and mouseover DIVs

Hello, I new to this list and to ADA compliance in general.

My organization's web sites need to be ADA compliant with Level A/Level 1.

I'm unclear whether mouseovers which show/hide DIVs with text in them are considered ADA compliant.
