Other things to consider are:
1. Is JAWS using the manufacturer default settings?
2. Are any of the Vocalizer Expressive voices installed?
3. Is JAWS recognizing the language attribute in the page markup or is it identifying it based on the screen layout?

I have my personal JAWS default settings set to use Vocalizer Expressive to guess the type of language. That works quite nicely with emails and other content, where a default language is not set and the content is written in various languages. For the most part, JAWS flips automatically between English, French and Arabic without a problem.

I have noticed that on certain sites, I have to modify the Vocalizer Settings to obtain the language from the markup. Otherwise, the synthesizer might accidentally misinterpret certain font types as French and switch to the French voices.

* What version of Jaws
* What is the default language of the OS?
* Are there other languages enabled on the OS?
* Which browser?
* What language codes are set on the page and/or its parts?
* Is the behaviour consistent and replicable?
* If yes, does it happen in other browsers?
