No, the text resize requirement is not scoped to a specific viewport
size. So, in theory at least, it's applicable at all possible viewport
sizes, orientations, etc.

At any possible screen/window/browser size, users must be able to bump
up text size to 200%. However, there's no requriement for this NOT to
lead to bi-directional scrolling.
