Yes it should. We apply the same reasoning to ARIA live regions. If we have one to announce "Please wait" or "Loading", we have another to announce "Please continue" or "Loading complete" or whatever.

This has always bugged me but I've never looked into it. When you start NVDA, it says ""Loading NVDA. Please wait."

But it never tells me when it's done loading. I am waiting patiently, as instructed, but how patient should I be?

If something is telling me it's loading, shouldn't it tell me when it's done loading?

I usually just wait a second or two then start navigating through the webpage and assume NVDA is done (which is usually confirmed by NVDA telling me about the elements I'm navigating to).
