I'd say this is NVDA's behavior/choice, and yes it often caused by an
event listener in a parent/ancestor, rather than on the current element
itself - which, in cases where a site uses things like event delegation,
will cause a lot of noise/unnecessary "clickable" announcements.
But, this is an issue with NVDA, and not a WCAG failure (barring any
other situations where it's obvious that it fails because you didn't add
a role="..." or similar to an element that is *intended* to be
actionable/clickable).
