Definition of focus

Hello all,
In testing 2.1.4, we ended up in a debate about focus.
When you click on our video player, certain keyboard shortcuts are active.
If you click out of the video player, the shortcuts stop working. So Far so good.
However, we have a carousel with buttons to move between the pages of the carousel.
Which you click the buttons of the carousel, the keyboard shortcuts stay active.
When you press tab, you will tab around the video player elements.
This suggests that the focus does not jump to the carousel.
If you tab through the page to the same buttons, focus works normally, and the buttons of the video player do not work.
Now, this is not a question about 2.1.4.
The question is about the definition of ‘focus’.
Should the fact that the buttons on the carousel do not move the ‘tab-focus’ be considered a focus error?
Or is ‘focus’ only relevant when you are navigating with keyboard or another assistive technology?
