Yes, they have to be. The same applies to web applications you use
internally.
In a recent presentation at the enterprise content management show here in
London a lawyer presented a nice presentation on the topic. One of the
items was what the DDA covers:

This means all systems must be available to users regardless of physical
or mental capacity
Business systems must be accessible (physically and in terms of storage
access)
Internal procedures must be accessible
Intranet and extranets (and websites) must be accessible

Sadly enough, her agency does not have a web site (!), I will ask if I can
get permission to send out the presentation.
