Quick response:
1. they must provide a means to STOP the scrolling - some people will be too
distracted to read the 'real' content on the page.
2. it must not interfere with device independence
3. the items/information must all be available elsewhere for those who
cannot see the scrolling and those who cannot read fast enough and/or read
the provided text because of it (usually small) size.
