From a design point of view its also very bad, its distracting for any
user, hard to read as it always blurs to a certain extent and the user
has to wait to be able to read all of the news items - meaning that
most news items wont even be read.
Its also a horrible reminder of the bad years of web
design/development when every website had a news ticker/scroller - you
rarely see them anymore especially in HTML websites.
